West Virginia became the 35th U.S. state on June 20, 1863, during the Civil War. It separated from Virginia after the eastern part of Virginia seceded to join the Confederacy, while the western counties opposed secession and formed their own loyal government in Wheeling. Initially called Kanawha, the new state was renamed West Virginia after adopting a constitution that included gradual emancipation of slaves. President Abraham Lincoln signed the statehood bill on December 31, 1862, and officially proclaimed statehood in June 1863. Arthur I. Boreman became its first governor. West Virginia’s creation was a unique wartime measure reflecting deep regional divisions over slavery and loyalty
