Puerto Rico became a U.S. territory in 1898 after the Spanish-American War ended Spanish colonial rule. In 1917, Puerto Ricans were granted U.S. citizenship. The Foraker Act of 1900 established a civilian government, and in 1952, Puerto Rico adopted its own constitution, becoming a U.S. commonwealth with greater self-governance while remaining an unincorporated territory. Despite U.S. citizenship, Puerto Ricans have no voting representation in Congress and cannot vote in presidential elections.
